Global Administrator vs Azure Owner: Which Role Do You Need?
Technical review: 26 October 2026. Product names, licensing references and procedures reflect this review; check the linked documentation for your release.
“I am a Global Administrator, so why can I not manage this Azure resource?” usually mixes two authorization systems. Microsoft Entra roles govern directory capabilities; Azure RBAC governs resource access at management-group, subscription, resource-group and resource scopes. A high privilege in one system is not a universal permission in the other.
Start with the operation, not the job title
| Task | Permission system to inspect |
|---|---|
| Manage a directory user or tenant identity setting | Microsoft Entra directory roles. |
| Change an Azure VM or storage account | Azure RBAC at the resource or inherited scope. |
| Assign an Azure resource role | Azure access-management permissions, including any conditions. |
| Read an invoice or a billing profile | The billing agreement and billing-scope roles. |
Owner can manage resources and Azure role assignments within its assigned scope. A subscription Owner is not automatically a tenant Global Administrator. Conversely, Global Administrator does not automatically provide ordinary resource access to every subscription. Some data operations also require an explicit data role or another supported access mechanism.
Inspect inherited assignments
Open Access control (IAM) on the affected resource and use Check access for the actual signed-in identity. Inspect both direct and inherited assignments. A role assigned at a management group can flow down to descendant subscriptions, but only within that hierarchy. An assignment on one resource group does not authorize a different group simply because the same application uses both.
Record the tenant, subscription and object identity before interpreting the result. Administrators with several accounts can easily inspect one identity while their browser or terminal is using another. Group-based access, activation state and token refresh can also affect what the current session can do.
PIM activation is specific to the eligible role
Privileged Identity Management can make a role eligible rather than continuously active. Activating an eligible Global Administrator role does not activate a separate eligible Azure Owner assignment. Activate the approved role for the system and scope involved, using the organization’s justification, approval and duration requirements.
Microsoft provides a distinct elevation mechanism through which a Global Administrator can obtain User Access Administrator at root scope. Treat that as a powerful, audited recovery or administration action, not a routine response to any access error. Remove that elevation when its approved purpose is complete.
Choose the smallest useful permission
For a routine application task, Contributor or a service-specific role may be sufficient; for role management, a narrowly scoped access-management role may be more appropriate than Owner. Do not grant broad permanent access merely to avoid learning which permission is missing.
If an apparently valid role assignment is still blocked, inspect its conditions and any other applicable control. The role-assignment condition guide explains that separate investigation. For financial reporting, use billing-reader access rather than assuming resource ownership is the right answer. A good administrative request names the operation, identity, target scope and intended duration.
